With reference to Mr. Severn's Despatch
No. 360 of the 14th. November, 1917, I have the honour to inform you that the case of fraud referred to on page 3 of the report of the Board has been investigated jabe with the
result that it has been found that three Indian Warders in the
Victoria Gaol were undoubtedly implicated in defrauding the
Government.

It transpired that Assistant Worder Bishen Singh borrowed $160 from Warder Hardan Singh in May,
1917, and 8180 from Assistant Warder Basakha Singh in
February, 1917. These three men then combined to obtain a lom
from the Goverment. Before the Board it was stated that the
money had been lent to Bishen Singh by one Isar Singh a watch-
said -man who was to be too ill to attend and who was represented
by Mr. Gardiner, a Solicitor. The Board recommended that a sum
of 8320 should be repaid and this sum was handed by Mr. Gardi-
-ner to Basakha Singh who had represented himself to Mr.———
Gardiner as Isar Singh.
Authority for Mr. Gardiner to represent
lear Singh was signed apparently by Basakha Singh in the name of Isar Singh and a receipt was given to Mr. Gardiner
similarly signed.
